Fee Syrian Army gangs are not only liberal but they are "more liberal"

"At the same time, the rebels are plagued by infighting between Islamist fighters and members of the more liberal Free Syrian Army, which is backed by the West and some Arab nations."  Does that mean that even the Islamists are liberal but that the FSA are more liberal? Help me out here, please. (thanks Adam)
