Anne Barnard yet again justfies the killing of civilians by Fee Syrian Army

" Syrian rebel shelling has already killed civilians in Hezbollah-controlled areas of the Bekaa Valley." What does Hizbullah-controlled mean? Those are areas that voluntarily support Amal and Hizbullah.  Do I live in a Democrat-controlled area in Californian?
