with impunity

The Israeli enemy attacks Syria and Sudan and Palestine with impunity but it no more dares attacks Lebanon (when it used to attack Lebanon almost weekly when I was growing up).  Why? No brainer: there is an effective resistance movement in Lebanon, which deters the Israeli aggressor.
