US does not tolerate repression around the world

Putin returned to the presidency last May and a number of actions perceived by Washington as anti-American."  Oh, really.  The US does not like political repression by regimes around the world?  Is that why the US has terrible relations with GCC countries?  Did the US object to repression by Yelstin or the fact that he was a US puppet shielded him?
