The story about Syrian regime preparing for the use of chemical weapons

I have not seen this in the Western media, but there was one article or two in Arabic which alleged that the Syrian regime engaged in a deception to try to convince Western governments and Israel that it was preparing to use chemical weapons.  I dont know if this is true or not, of course.  Can someone find the article in Arabic that mentioned that?
