From the article by Neil MacFarquhar:  "officials in Arsal said."  You must be kidding.  You rely for your assessment on Hizbullah on "officials in Arsal" which is a major conduit point for Free Syrian Army fighters and which is loyal to the Hariri gang in Lebanon and which has served in the past as a resting point for Jihadi fighters? This is an objective authority on Hizbullah?
