How Hamas is described

This is how Hamas is described in the New York Times:  "Hamas, the militant organization regarded by Israel as a terrorist group sworn to its destruction..." Fine, but why not describe Israel as "the militant entity regarded by Arabs as a terrorist state sworn to their destruction"?
