A secret US agreement with the Syrian exile opposition? No, it is fake

Mojtahed of Saudi Arabia and others have been citing this report on this Twitter account of a Kuwaiti opposition figure in which he alleges a secret agreement between the US government and the new and unimproved Syrian National Coalition.  My judgement is that it is fake and most likely concocted by Syrian regime intelligence service which has produced a lot of fake news stories, just as Saudi intelligence has done even more by way of inventing news stories and producing fake documents.
