NYC police shows restraint: kills 9 suspects and injures 19

I am not making this up: the New York Times has this headline:  "Report Sees More Restraint in Shootings by City Police Officers."  And then the story:  "In 2011, New York City police officers shot and killed 9 suspects and injured 19 more, the second-lowest annual toll in recent city history, according to a Police Department report."  We should call on the New York city police to spare us its restraint out of mercy for its victims.
