The UN explains why war crimes by FSA gangs should be dismissed

"“It is apparent that the crimes and abuses committed by antigovernment groups, though serious, did not reach the gravity, frequency and scale of those committed by the government forces and shabiha,” Mr. Pinheiro said."  What is the point of this sentence?  What purpose does it serve? Imagine if someone writes that: It is apparent that the crimes and abuses committed by the Syrian regime, though serious, did not reach the gravity, frequency, and scale of those committed by the Nazi regime.  I mean, can you imagine how the person would be accused of propaganda for the regime if those words were uttered by him/her?
