NYT disclaimer

"The government’s purpose behind the claims of foreign involvement — which could not be verified because of restrictions on independent reporting..."  Wait. You can't verify the presence of foreign fighters in Syria because the government restricts the press?  What kind of reporting is this?   All Middle East governments restrict the press in the region and we don't see this disclaimer about every single episode of Middle East coverage?
