Yasir Al-Burhami: what a civil state actually means

It is now known that Muslim Brotherhood promises a "civil state" when they reach power.  I have said before that this term has no meaning whatsoever in constitutional law.  I have argued that it is used by Muslim Brotherhood to allay the fears of their enemies and rivals and to mask their true intentions.  But Yasir Al-Burhami, the deputy leader of the Salafi movement in Egypt was clear the other day: he said that when Ikhwan use the term they merely mean non-military.
