How US intelligence agencies collect intelligence in the Arab world

"One reason for the gap, Shedd said, was that spies were focusing on collecting information from power elites, not opposition groups."  This is hilarious.  So the US intelligence agents would ask Mubarak and Sulayman about popular mood in Egypt.  Hilarious.
