PR for Middle East regimes

So what is the story here?  That Syrian regime hired a PR firm in Washington to DC?  Is there any Middle East regime that does not do that? I believe that Jordan pays much more and I discovered a few years ago that even Israel (which has the US Congress which does work for Israel at no charge--well, not if you count the PACs money) hires PR firms.
