Read this internal memo by the National Security Office of the Ba`th Party. It shows 1) an existing role for a party that ostensibly is no more the "leader" of state and society.  2) That the regime retains information about protests that its lying media do not share with the public.  3) That motorcycles are banned from Damascus, which was the case in the late 1970s when the regime even banned people wearing running shoes--kid you not.
