Most sweeping revolution?

"The country that witnessed the Arab world’s most sweeping revolution is foundering."  How did Anthony Shadid arrive at this conclusion? Most sweeping revolution?  In Arab political discourse, this has been the most dubious and the least popular revolution.  And what was sweeping about it, other than the anal rape of Qadhdhafi and the chopping off of the fingers of Sayf Al-Islam?
