He spoke to Der Spiegel but he left me confused really.  He said that he won't engage in dialogue with the regime but that he is in favor of dialogue with military institutions not tied to the regime. Like the intelligence service? Like the military that has been killing people?  Which military institutions are not tied to the regime really?
