Syrian regimes forces occupy Homs

Reuters has this story and the headline in the first batch had "occupy" in the headline. Personally, I don't give legitimacy to any Arab regime (or Iran) and I despise all Arab armies who fed us one humiliating defeat against Israel after another.  But I notice that the word "occupy" appear, while Western media didn't consider Saudi troops in Bahrain to be a form of occupation. What gives?
