Should Arabs raise arms against governments? The US answers

Here is the US official stance. The US says that Hizbullah and all those who raise up arms against Israel should surrender their weapons to the Lebanese government purely for Lebanese national reasons, and that the Lebanese government should monopolize the possession of arms in the country, as Jeffrey Feltman and his affiliates have repeated over the years.  Yet, when it comes to Syria, the US government has officially called on groups holding arms to not surrender them to the Syrian government.  Let me translate: weapons that were used or could be used against Israel should be surrendered and weapons that have no use against Israel should be kept.  Of course, the US is not in a position to speak: it arms militias in Somalia, Iraq, Lebanon, and possibly Syria.
