Feltman on Hariri tribunal

"Answer: Mr. Mikati has said publicly what he said to Secretary Clinton privately, which is that he is committed to meeting Lebanon’s obligations to the international community. One of those obligations is payment of the Lebanese contributions to the special tribunal for Lebanon. We fully expect Lebanon to live up to its commitments to the international community. Lebanon right now is a member of the Security Council. The special tribunal for Lebanon is of course set up at the request of the Lebanese government, and it is set up in order to help the Lebanese. If Lebanon is unable to produce its share of the funding for the special tribunal, we're going to have to take some pretty tough decisions, and I think you're going to see some consequences in terms of the US-Lebanese bilateral relationship, and I’d expect the same thing in terms of some other countries as well."  Is Lebanese failure to fund the tribunal worse than US decision to not fund UNESCO?
