Bashshar reforms

What bothers me about the Bashshar Al-Asad regime, among many many things, is that it still promote the lie of reform.  Not only has the regime not implemented one reform but yesterday the lying Syrian media claimed that Bashshar appointed a committee to review the Constitution.  I mean, how many committees?  How many reviews?  At this rate the regime would be reformed by 3043.  Why would not the regime admit that it is incapable of reform and that it has no intentions of reform and that it will continue to kill Syrian people to stay in power.
