Who is responding against whom?

Notice how many times the New York Times today referred to Israeli bombing of Gaza as "retaliation" and "response".  But Israeli has been killing Palestinians in the last week, why does not the Times refer to the attack on Israeli terrorist targets as "response" and "retaliation"?
