The new Syrian parties' law

You have to read the text of the new draft law for new parties in Syria.  I thought this: I can use the new law to nullify and ban the Ba`th party, because it is in violation of the new law.  Just look at the first article:  "1-Commitment to the constitution, principles of democracy and the rule of law, respecting liberties, basic rights, world declarations of human rights and the agreements approved by the Syrian Arab Republic."
