8000 Israeli violations of UNSC 1701

In his report to the UNSC, the Lebanese ambassador at the UN (a Hariri appointee), revealed that Israel violated the UNSC 1701 more than 8000 times.  What would the "international community" do if those violations were by Hizbullah?
