Waste and financial responsiblity

In this article on the intellectual forces behind Arab regimes, comrade Fawwaz makes a good point: he wonders why the IMF and World Bank when they spoke about financial responsibility and integrity, they always had in mind the reduction on public expenditure for poor people, but never once did they address the billions stolen by the dictators that they supported and cuddled on behalf of US/EU.
