Noah Feldman's theory of Arab democracy

Since Noah Fedlman believes that drinking (hard liquor) is a pre-requisite for democracy, I see anecdotal evidence of increased signs of alcoholism in Lebanon: is that a good sign for the future of democracy in Lebanon, o founder of the alcohol (and belly dancing) theory of Arab democracy?
