promoting democracy in Egypt? Are you kidding me?

"In Egypt and elsewhere, the United States has tried to promote democracy and preserve stability at the same time..."  Are you kidding me? Where and when did the US try to promote democracy in Egypt from 1970 to 2011? And if the US actually did, where are the fruits of those efforts?
