This guy is onto something here: dumb and dumber

"Russians are good at Arabic because a lot of military, political, and civilian personnel have been stationed in the Arab world for a long time."  This guy may have stumbled on something. You see, all Chinese and Danish and Swedish diplomats in the Middle East are fluent in Arabic.  I bet they also have stationed their military and civilian personnel in the Middle East for a long time. I mean, who have not heard of Swedish military advisers in the Middle East?
