A formula for Israeli role in internal Arab affairs

I suggest this formula: the relationship between Israeli heavy intervention in internal Arab affairs (in a particular Arab country or in a conflict between two Arab countries) and its silence about those developments or conflict are inversely proportionate.  The more involved Israel is, the more likely it will stick to silence.
