Why voting as a political act is meaningless in the Middle East (in the presence of capital and foreign intervention)

I was just thinking about this this morning as I saw pictures of Joe Biden warmly greeting the puppet foreign minister of Iraq.  I mean, have you noticed that the political class in the first few months of occupation, when the US appointed the puppets, looks almost exactly the same as when those puppets were "elected"?
