Silent US diplomats

Nobody has commented on a curious fact: that US diplomats and officials are actually largely silent in those documents.  They barely say a word except some perfunctory pleasantries.  Is that because they are too cautious fearing leaks (or Wikileaks) or because the reports deliberately ignore US official utterances?  Or maybe US diplomats are just good listeners and therapists?
