Technical fence?

"Israel soldiers crossed a technical fence close to the Blue Line on Tuesday, even as Lebanon complained to the UN over what it saw as an Israeli violation of international law." Look at this language? Technical fence? This language comes from the UNIFIL force in South Lebanon which spent the whole day yesterday justifying Israeli violation of Lebanese sovereignty.
