Joe Sisco is a good example of the quality of Middle East expertise in the Kissinger apparatus. Of course, Sisco was in charge of the Middle East without having any experience or training in the region. Look at this opinion by Mr. Sisco:
"Sisco: "In these circumstances, the fedayeen in Lebanon would feel they had to act. Without outside intervention, however, the Lebanese army could do reasonably well against the fedayeen. Lebanon would want additional military equipment, however - at least armored personnel carriers."" What is significant is that the Lebanese Army tried to take on the Palestinian Fida'iyyin in May 1973, and--despite using planes for bombardment--took a heavy beating. The Lebanese Army learned that for every armed Palestinian, the Lebanese Army needed 1000 Lebanese soldiers to defeat him. The plot was then abandoned, and perhaps the civil war scenario, with the use of the Phalanges, became more preferable. Well, we know what happened to the Phalanges.
