"Nonbelligerent" Dahlan gangs

Kevin Johnson, Former chief of mission, National Democratic Institute West Bank and Gaza, has an advcie to Israel: he wants Israel to arm and finance Dahlan gangs: "By rewarding the nonbelligerent Palestinian Authority even as it punishes Hamas, Israel can demonstrate that it really has a vision for a better Middle East, and not just a blind lust for retaliation."
