None of the people in the press have commented on the political significance of the US government offering a scorecard (with a grading system) of the performance of another ostensibly sovereign government. I saw the Iraqi puppet foreign minister on CNN: he was talking about the "unsatisfactory accomplishments" of the Iraqi puppet government. Kid you not.
