Among the impressive achievements of the US in Iraq (listed in the report to Congress): "The COR enacted a law in October 2006 that establishes procedures to form regions. Under the Iraqi constitution, regions have certain powers, such as control over regional security forces, that provinces do not. The law will come into effect 18 months after being passed, which means no steps can be taken to form regions before April 2008. The United States Government encouraged Iraqi political parties to reach a compromise on this law and believes that the 18-month delay in implementation is in the interests of Iraq and the United States, given current political conditions in Iraq."
