This at least explains the agenda of the Lebanese government: "The group’s leader, a fugitive Palestinian named Shakir al-Abssi, said in an interview with The New York Times last month that he had no plans to strike within Lebanon, but was working to recruit militants into Iraq."
And then Mr. Fattah (away from his metro desk in NYC), said: "Palestinian refugee camps in Lebanon have long been fertile ground for militancy." And Lebanon has not long been "fertile ground for militancy"?
