The External Surge. Ibrahim Al-Amin writes about the phenomenon of the Hariri intelligence apparatus, Jihaz Al-Ma`lumat. In the article he reveals, that there is now a flight of Arab fighters from Iraq because the insurgency does not need outside assistance anymore. So the fighters are now spilling over to neighboring countries, including Lebanon. These are the members of Fath-Al-Islam and other fanatical fundamentalist organizations that have been receiving Saudi and Hariri money (we don't have direct evidence that Hariri Inc directly funded Fath-Al-Islam at some point).
