"The Iraq war was supposed to spread democracy throughout the Middle East, but to date its most palpable result has been to spread Iraqis throughout the world. UNHCR, the United Nations' refugee agency, believes that up to two million have sought refuge outside the country since the war started, and 1.9 million have been forced to move within Iraq in fear of their lives."
