So democracy in being constructed in Iraq, hanging-by-hanging: "The Iraqis described the decapitation of Mr. Ibrahim as a “rare incident,” but they acknowledged that a similar thing had happened at least once before in the score or more of hangings that have been carried out since the fall of Mr. Hussein.
