Ibrahim Humaydi, the well-informed Al-Hayat correspondent in Syria, reports that Ghuraba' Ash-Sham (the organization led by Abu Al-Qa`qa` who specalized in recruiting volunteers to fight in Iraq) was behind the failed attempt to take over a government building near Syrain TV the other day. The Syrian government accused "a neighboring country" (implying it was Iraq). But Arab governments lie so much that the dictum from the Babylonian Talmud applies to them--"the punishment of the liar is that he is not believed even when he tells the truth".
