I agree with Donald Rumsfeld on this: the buildup for war, and the construction of lies about Iraq, began in the Clinton Administration. Thus, Democrats and Republicans are responsible; and the Clinton and the Bush administration are responsible, although the primary responsibility for war resides with the one who launched it.
