Why Israel has not figured in Wikileaks yet

I have been thinking about this for the last few weeks. I have talked to many people who know about the working of US diplomatic cables.  Basically, the conclusions are this: 1) US diplomats are too scared and too worried about their careers to ever write anything damaging to or critical of Israel in their cables. 2) Most of the cables dealing with Israel are classified as "top secret" and not "secret."
