The UN and the civilians in Raqqa

There are far more civilians in Raqqa than in Fallujah (more than five times) and yet: the UN officially expressed concerns over the plight of civilians in Fallujah but didn't say a word about the plight of civilians in Raqqa.  But the UN subscribes to the standards of GCC media: they happen to think that Arab civilians are fair game for US bombs and rockets.
