Tens and hundreds of protesters make the news if they are against a regime not aligned with the US

"Activists in the capital, Damascus, and its suburbs said small but persistent protests by hundreds of demonstrators erupted after Friday Prayer despite the deployment of security forces."  Notice the phrase: "small but persistent".  So it can never be small period.  It has be qualified to make the small big and the scant huge.
