armed goons of regimes

In every Arab country, they have a special word for the armed goons of the regime: they are Shabbihah in Syria and baltajiyyah in Egypt.  I am against those terms: because they may imply as if those goons are separate and apart from the security forces when they are an official arm of the regime.
