Is Aljazeera making excuses for the shooters in Paris?

This is an actual headline in Aljazeera Arabic website:  "Charlie Hebdo publication: Free criticism or murderous provocation"?  A provocation is never murderous and the murder is the responsibility of the murderer, legally and ethically.
