Notice the difference of coverage: videos of crimes by ISIS versus videos of crimes by Syrian regime

New York Times and other Western media never ever question the authenticity of videos and pictures showing crimes by the Syrian regime. Read this article in the Times about videos of crimes by ISIS and notice how there are so many qualifications and questions: "“We’re trying to verify the pics, and I am not convinced they are authentic,” said Erin Evers, the Human Rights Watch researcher in Iraq. “As far as ISIS claiming it has killed 1,700 people and publishing horrific photos to support that claim, it is unfortunately in keeping with their pattern of commission of atrocities, and obviously intended to further fuel sectarian war.”"  Why not apply the same degree of skepticism to all videos and pictures?
