A Soviet Man who Helped Undermine the Soviet Union

I used to minor in Soviet Studies in College. My theory is that this man has been instrumental in giving advice to the Soviet leadership that wound up undermining the Soviet Union. He has been consistently keen on appeasing the US during the Cold War. This is why he was loved in Washington, DC. Because he was either dumb or was working with the US.
