"Lebanon has been ranked the world's second most improved democracy in an annual study despite several incidents of sectarian tensions over the past year." The criteria were: 1)extent of communal hatred; 2) the extent to which a country stands on the verge of civil war; 3) the extent to which a government obeys US orders; 4) the extent to which a country refrains from defending itself against Israeli attacks.
